Any Cakewalk DAW program will do what you want, from the $40 Music Creator 5 to the more-than-that SONAR X1 Producer. All have Console views like a mixer where you can adjust the track's volumes, add effects, route to buses, etc.
But the most important part, regardless of the program, is an audio interface designed for recording, so you will need some sort of external device for best results, unless you get an actual card to install in the box. In my opinion.
