Why don't they ever have one of those on a starship?  Chief Engineer, Chief Science Officer, Chief Tactical Officer, Captain, Guy Sitting In Front Of Blinking Lights For No Apparent Reason, Chief Communications Officer, Helm, Navigation, Woman With Clipboard...  All of those roles get filled, but wouldn't it be good to have someone in charge of Thinking?  It seems to me that would come in handy.
