At this stage can only think of two things.
1) Operator error
2) Maybe something to do with the sample itself. Perhaps the sample format...
3) Try it with a new project.

Yes, if the vst3 is correctly installed, this is a tech support issue.

If you are in no rush there may be further feedback here from other users over the next 48 hours.. We've got two people repro'ing the same issue here after all which theoretically defines it as a bug... But without any decent steps to repro..

Scook, can you confirm that you have the specific features we've mentioned as missing? Which are: user marker velocity; sample offset line; off setting on frequency knob.

The documentation reflects what's going on here. I tried downloading and reinstalling to see if maybe there was some problem with the current install, but it's working as expected. Not quite sure what I can suggest.

Sure, here is an image where I was reducing the velocity of a user marker to 42, filter is off and sample offset (in red box).

Maybe uninstall, make sure the vst3 is gone from "Shared Utilities\Internal\Drum Replacer" then reinstall.
