Screaming monitors (just @ boot) when I boot system with 1800 Tascam. seems to be a new issues.  any ideas?

Your monitors should be the last item turned on. 
The scream might be the drivers initializing. 
I always turn the Monitor level control all the way off when finished for the day. 
Then it is the last thing I turn back up after all is up and running. 
It's one of the features of my Scarlet 6i6 I like better than the Tascam us1641 is the BIG monitor level knob. 
The Tascam knobs are kinda small but they certainly would stop the scream if you do this. 
 
 

I just noticed that just powering up the 1800 it does it.. But if I turn on the 1800 after the computer it's not an issues... but it did scare the crap out of me! lol

Make sure you have the latest drivers the released back in Dec 2014.
