You mean it's missing parts and is attracted to young boys?

A person who can't play an instrument well but "hears" a song and sound in his head starts using a loopy program and searches for hours for the sounds and instruments to vibrate the air with the song in his head, often agonizing on his inability to find the right sound.
Spends countless more hours adding, arranging, reading about mixing, then mixing the song.
He might be a technician. He might be an engineer. He might be an artist painting a soundscape.
If the sounds are even a little bit musical, he might be a musician.

Zappa was one of the best arrangers of the 20th century. And he did something which a creative loop-meister will also do, which is to take someone else's melody and drop it into his own arrangement against a different tonal center and/or rhythm for which it was originally intended, thus creating something totally new. For instance his liberal use of melodic fragments of Stravinsky, especially on the Absolutely Free album. 

Of course there's a lot more to writing the notes down on paper and having someone play them in person, than there is in dropping a loop on a track, but the essentials are the same.

And what if we play AND use loops?  I don't have a band.  It's just me.  And I make music I want to listen to/music that forces my hand.  I play keys, I sing, I write, I program, I map drums, I tweak synths for HOURS, fiddle with filters and gates and verbs for even longer... And sometimes I grab a frigging drum loop because it just make sense to do so.

The lines move all the time.
