Zero latency?  From a piece of software?  Really?  Does it have zero lines of code?
tbh, I wouldn't be interested unless it was negative latency. If I'm going to pay that sort of price,
i'd at least want some latency back.

I saw that too.  Could it be a generic VST and they just used Reason to test it?

No it can't.
 
The reason behind RE's and PC modules is so that you have to buy another version for each app. you want to use it on.
 
Simples.
 
Actually there are some RE's that can't be done as VST's because they use control voltages too but this isn't one of those.
