Either have Studio Cat or ADK build you one (you can call and explain to them what your needs and budget are and they will do their best to work with you.) They both have great tech support and both Jim (Studiocat) and Scott (ADK) frequent these forums.
Or you can do what a few of us here have done and build your own.
Not that hard to do actually and if you shop around and watch for sales you can get a kickin' machine for fairly cheap.
The PC in my specs below was in the $1000 range but only because I decided on a quiet case, some higher end cooling and SSD's.
If you don't mind a little fan noise and realistically a 7200RPM drive is more than sufficient to run sonar, you will cut costs by a few hundred $.
