I remember a couple folks asking about such in the past and I downloaded a program long ago that is pretty nice, but I admittedly have not used it often. The program is called "CLAM Chordata 1.0" (free) and can be found at http://clam-project.org/
 
The UI is a bit rough, but it does have some nice features and is a useful tool for song composition (especially building chord progressions against a recorded melody).

I downloaded it.  Very interesting.  It listens to  a song and figures out what chords are playing.  Someday, I would love to tell the computer what chords to play as it is recording.  Like "C /// F/// C// G// C///..."
Then, I would like to be able to sing the rythm for the chords.  I think it will all be possible.

I remember someone mentioning software that allows tinkering with chord progressions for song ideas, but cannot remember now what it was.
 
Some plug-ins do take chord inputs, but can be a bit clunky in doing so (and I have not seen ones that limit chords by key that I recall though). I often just default to grabbing a guitar and walking off to someplace quiet to tinker.

I happened across a site for Key chords this morning which also has a very rudimentary track functionality to it. The chord filtering is nice for song composition. http://www.drumbot.com/projects/key_chords/
