In order that they don't sound like you are peeing in an alleyway when you are playing them, you want them so they are pitch as near as right angles to where your natural strike will hit them full on, then just high enough so a little arm adjustment is all that's required to play the surfaces or bells.
IOW lower them some and pitch them nearer to the horizontal. There's many sounds you can get from them starting from a good basis and experimenting with how and where you strike them. For a crash it's normally a good strike to the edge you are after for example.
