So, this morning I clicked the MS Edge button and it took me to what looked like a Microsoft Support site. Clicking the address in the bar showed it was the risk page and a "dangerous website" message popped up. No unclosable pop-ups, though, and I am able to browse normally.
The web site is risk dash 55 dot stream .

Did a search Greg, but nothing for risk-55 is coming up. Maybe post a screenshot? Something doesn't sound right there. Your first post sounds like you got hit by ransomware.
 
Have you run your anti-virus/malware stuff?

You have what's called a browser takeover.  You'll need to get rid of it.
 
Our usual cocktail is in this order:
 
  1. RKill (kills rogue processes including those designed to keep you from fixing your computer)
  2. AdwCleaner
  3. Rogue Killer
  4. Malwarebytes
  5. ComboFix (only when all else fails, VERY comprehensive and takes a long time to run!)

Now everything is back to normal.
I ran the virus scan after the first time, and it ran itself yesterday, finding nothing.
I actually started to phone the number on the bogus MS support site but stopped and googled it.
Lots of threads about how to stop the "annoying ***-***-**** pop-up" but when I clicked on any of them, nothing happened. Definitely seems like a browser takeover, as ITHRN suggests.
Anyway, don't click any of my links!
