Ken, inside your breaker panel is something similar.
 

Each side is a buss. The breakers snap on to the buss. The one on BBT is just a single buss with fuses and lugs instead of breakers.

Huh... ya the fuse thingie looks about right.
 
To me it always* looked like the keybed to some synth/keyboard.
 
*yes I actually noticed it and thought that but did not remember until seeing it here... freaky.
 
and ya... I also considered a DAT tape shelf as well whilst pondering it...

And I am familiar with such fusey goodness but not like those pictured. The ones I've had the pleasure of dealing with were much larger, less numerous and looked like little sticks of dynamite (and probably at least as dangerous considering we were swapping them out live... there were broom handles involved to knock the poor sap off the panel if he started twitching).
 
Electrical Pro Tip: If you do not know EXACTLY what you are looking at and how to handle it... DO NOT TOUCH!! Call someone who does.
 
Alternatively... be able to absorb large amounts of electricity without dying.
 
There is no third option aside from blind, dumbass luck... and even then it all might still bite you in the arse by burning you alive in your sleep.

It is an antique fuse panel.  Per some additional  feature section on the S5 DVD several people on the production team, including the woman who dresses the sets and she said that she came across it and just thought it would look really cool.  (this was take lifted from a "Big Bang Theory" forum)
 
I don't believe it is supposed to be functional - I was confused as to why power would be in the hallway??

I think its purpose is much more sinister ... there are 6 cylindrical metal tubes (possibly chimes) followed by 6 cylindrical metal tubes followed by 6 cylindrical metal tubes.  I think it is a doorbell at the entrance to the infernal region.
