Would like to make a restore point in Win10 1703, BUT do i LEAVE ON System Protection?
 
OR do i turn it on, make a restore point then SHUT OFF system protection, as if that's even possible??

According to a warning box that appears when you disable system protection, you will lose any existing restore points for that drive if you turn it off. So if you want to keep the restore point, you need to keep it on. That will also keep it making new restore points automatically, will use disk space, and eventually will overwrite your original restore point when it runs out of space. Consider doing a disk image instead.

I've had it off til now... but am considering putting it on and doin a restore point Just in case.

It's better to get something like Macrium Reflect Free, and make a full disk image to an external hard drive.  That backs everything up.
 
Restore points don't protect your applications or data.  Just the Windows files and settings.

After 2 cloning attempts with Acronis 2015, then Macrium, i discovered my new Crucial mx300 750gb ssd needed a new firmware update, then a 3rd wipe, NOW so far 25 minutes its running like a champ.  I finally updated Acronis freebie to 2017 and viola! no gynormus recovery partition eating up all the extra space!!!
 
   After i see this thing run for 3 days straight... I will do 2 backups, 1 to macrium and 1 to acronis (which would only install on my C of course :( )
 
everyday its less about music and MORE about KNOB, Wrench or Brain twisting...

I have used just about every image tool there is, and my favorite by far is Macrium.  Stable, user friendly, the best documentation, free, what's not to like?
 
I put Acronis on my Dad's PC with the hidden restore partition, so he could roll back to the out of box build I set up for him, if needed.  But other than the one button restore, I have no special love for Acronis.  Just my humble 2 cents. YMMV...
