It's relatively straightforward to pull off, using the original Rapture synth.
And probably Rapture Pro, but less so in Dimension Pro.  Plus, you can save on string breakage.
 
  • Samples loaded into an Element.
  • Pitch EGs, StepGens, or LFOs ramping up (or down).
  • The corresponding AMP EG, Stepgen or LFO uses a triangle or sine waveform shape, for the overlapped mixing.
  • Copy Element 1 to Elements 2, 3, and 4.
  • Offset each Element's Pitch Modulator shape by 90 degrees [0 - 90 - 180 - 270] in successive Elements.
  • Offset by the same amounts in the corresponding AMP modulator.
 
Instant quadrature "LFOs", and a one-note wonder preset that'll amaze and alienate your friends  You can do the same with simple oscillator sources, endless filter sweeps, quantized microtonal scales, clangorous bell tones, etc.

Anyone into MeldaProduction plug-ins should watch the following video tutorial.  It's 18 minutes long, but well worth the time spent.  What you are shown is quite amazing: an implementation of a barber pole effect using stock Melda modulators which are present in most of the Melda FX line.

Or, you could position four photoresistors perpendicular to the four quadrants of an actual barber pole, configure them in a voltage divider circuit that then modulated four oscillators' frequencies. 
 
On second thought, that would be impractical. No place to plug in your four Minimoogs out on the sidewalk in front of the barbershop.
 
OK, I got it. Employ a barbershop quartet who can sight-read, and position them around the barber pole! Sometimes the simplest solution is the most elegant.

I saw Dunkirk last night, and was loving the soundtrack (along with the rest of the film).
interesting to see this clip all over the internet today.  I hadn't heard of this technique before, but it was really, really effective in such drawn-out tension.

There is probably an easy way to achieve this with some of the string libraries available. Not that I plan to use this effect anytime soon, however I might try to create this effect for edumacational reasons.

It should be pretty easy to do, if all you want to do is demonstrate the principle.
 
I'd use a synthesizer rather than a sample library, because I could then turn on portamento/glissando for a smooth rise in pitch. I'm not sure that's even necessary, but it would more closely emulate the familiar THX "Deep Note" motif that we've heard so often at the start of movies. BTW, that little piece uses 80 voices (!).

I like to mimic not imitate. I'm pretty sure you could automate portamento in play then add tweaks using melodyne or something. I think I have 1 piece in my mind it would be suitable for.

"Endless Series" is an interesting Shepard tone generator plugin than can do a few other things as well.
