I wonder, is there a way for me to generate tones within Sonar? Like a generator that lets you select waveforms like square, triangle, sawtooth, and sine? If one isn't built in to Sonar, is there a separate plug-in that can work within the program?

Several of the bundled synths can do it. There are also free third party tools like MOscillator included in the MeldaProduction MFreeEffectsBundle

I wonder if this M Oscillator can generate sounds like the DX7 tones.

I've tried the bundle you told me about, but as I'm blind, it's not very screenreader friendly. Do you know of any plugins that are screenreader friendly? I'm also looking for a vocoder. One that sounds like either the Sonovox, Talkbox, or even the stuff that's available on MVocoder.

I have no experience with screenreader. You might try posting in the Software forum below. This forum has little activity compared to the software forum. The Melda interfaces are similar so if the free bundle interfaces are a problem, MVocoder will not be any better. I'm not sure how accessible to screenreaders Pentagon I is. The accessibility software I use with JAWS (Job Access With Speech) screenreader is Caketalking 8.5 for Sonar 8.5.
