I'm tired of PM and there's a summary of Native Instruments replay.
have you made sure that you created one mapping in Traktor that uses the MIDI port
as 'out port' where you want to send the MIDI clock to?
Cause otherwise indeed nothing will be sent.
I cant speak about possible problems on the Sonar side, but you can see all
details regarding making Traktor sending the clock in these articles:

All the Sonar Midi clock options are to send the midi message.
Only in the Sync tab there is a receive midi option but is not clear where i must send the start message.
In Live is a very clear procedure.....in midi sync tab there are midi in and out ports and i can decide where send the Traktor midi clock message (LoopBe in port).
If so technical support will have to think to improve this aspect of Sonar because in modern music live is increasingly common to use daw in sync with the live musicians.
It would be a shame not to use the Sonar's powerful synths in a live show.
