scook, my attempt at using the 2i2 for monitoring resulted in the error message I previously posted: "Audio Device Error: The following drivers either do not  support the current audio format, or are in use by another application."
 
Anderton, from everything I can tell I am using ASIO.  Attempts at using WDM always resulted in garbled sound for me, whereas this is coming out nice and clear.  Also, WDM wasn't recognizing the 2i2 when I tried it before.
 
I realize that my solution is far from ideal, but as long as it works, I'm ok with it.  I fully expect this problem to resurface, at which point I'll keep tinkering with what options I have and work my way through it with what I've got...until I can afford a more permanent solution.

To bad the OP thinks they have solved their issue and it is truly not solved. They will possibly not return and spend the next year using a crippled machine. 
 
So to all others who stumble upon this thread. ASIO4all is not an ASIO driver, it is a wrapper for WDM mode. It is to only be used when your device has absolutely no drivers available. If your having trouble with supplied drivers, contact your vendor, please don't go the asio4all route unless it is your last choice. 
 
It has been well documented to cause more problems than it fixes and it can behave like malware and hide in dark corners even after you think you un install it.
CakeAlexs said it all! remove asio4all COMPLETELY. And this need to happen before you install your Focusrite drivers. 
ASIO4all is the root of the problem here, I guarantee it. Go to the hardware forum and you find a thread that is almost the same. You find many. 
 
Also note that I chose the 6i6 over the 2i2 and 2i4 for a few reasons. One of them being they don't come with the mix control software. This is why you have no ASIO panel I guess. For me the ASIO buffers are adjusted in the mix control GUI. 
 
Focusrite support is top notch and they will answer emails in short order during business hours. Matt usually chimes in on these threads too, must be on holidays..

Yup just a reminder again... Remove ASIO4ALL. Absolutely not what you want installed. If you have issues after that you need to look elsewhere. I've already seen suggestions here.

Alrighty.  I'll keep looking.  I guess I was just too happy to finally have something that was working after spending hours upon hours in frustration.
 
Sock Monkey, please don't judge me because I was willing to go with an unsatisfactory solution.  I've been working on a project with a tight deadline, so I was willing to accept what I could get just to get by for now.  I'm not an expert in any of this by any standard, so you'll have to forgive my ignorance.  I do hope to find a better solution, when the time permits.

Ah grungoo don't worry it's a common trap it seems... If we were to judge you then there would be a lot of other people to judge as well (too many who have fallen into the hole!).

Just an update.  I've banished ASIO4ALL from my laptop.  Then I uninstalled the Focusrite driver, rebooted (just to be sure), reinstalled the Focusrite driver, plugged in the 2i2 and started up X3.  It worked on the first try.  Great sound, no noticeable latency.

I am so glad you came back!  I wasn't judging you at all,  my rant was aimed at anyone who gets in this pickle and many do. It's only that people come to the internet for solutions and often get bad advice, one of these is to use asio4all when your having problems. It happened to me a long time ago and I wasted a whole year fighting my system because of this.
