Sorry to hear that you're having such trouble.
 
I would try deleting the device and re-installing the drivers. First go to the Tascam site and download the Windows 8 drivers and extract them to their own folder. Then open the Windows Device Manager, uninstall the US1800 and delete the drivers. Restart your computer and when Windows detects the device and asks for the drivers, point the installation wizard to the driver folder. Hopefully that will help.

I have the us1641 which is identical and it works fine under Windows 8.1. 
But I'm also using X3 Studio. It also works fine with Sonar 8.5 64 bit. 
 
Why don't you download the demo and see if this resolves the problems. Sonar 6 is real old and is not certified to run on 64 bit systems. 
Tascams drivers are not the greatest anyways so might not like the combination of your hardware, OS and software etc. 
 
There is no wave profiler when you use ASIO and you cannot adjust the latency in Sonar when using ASIO, so you must be in WDM mode. The only place you adjust latency is in the Tascam control panel and set it to Normal for now while trouble shooting. 
You may have to disable any on board audio cards too..I did. 
 
And double check that those drivers are the exact ones for Windows 7 / 8 - 64 bit and not something else. Someone above is telling you to use the XP drivers?? this is incorrect.

Yeah,I downloaded the drivers for windows 8.still same thing sock monkey.I noticed that when it drops out,its the cpu meter thats going crazy,not the disc meter,or its happening so quickly I can`t see it lol. I have never had it when I play my song and the tracks are all out of sequence either. like some one moved all my clips around,but i can see that they are in their proper place.Driving me nuts

Well if the CPU meter is going nuts then this is something different and nothing to do with the drivers ( well not normally)  
CPU usage might be because you have a lot of background services running. Check with a DPCLAT test to see what's going on. One of them is this:

A computer used for audio needs to be set up properly. Shut off wireless internet etc. 
There's also stuff about using cores that this monkey don't understand

First one is the important one, The second one I should have explained is for testing Round trip Latency so don't worry about that. 
 
My next move if I was you would be to download the X3 demo and see what happens. 
I just can't help but think Sonar 6 which was 32 bit would run well on Windows 8 64 bit.

The CPU issue is concerning, especially if you have installed the correct drivers. It would seem to indicate, if everything else on your computer works properly, that Sonar 6 just isn't working on Win 8. Relatively speaking, S6 is pretty old software compared to the latest OS from Windows, and IIRC S6 was designed for Windows XP, not Win 8. You should try out the X3 demo and see if it works normally - that will help determine if the problem is Sonar 6 or your computer.

Yeah thanks guys for replying so much. I will try the x3 demo and see how that works out and get back to you.I know I can`t fork out the money for x3 though.Would have to go with something a little older.Moneys tight lol

Actually you can upgrade for as little as I think $59 to the basic X3 which is going to be way better than Sonar 6 Producer. You need to be a registered customer and sign up for the e mails. They will send you offers to upgrade that are way below the retail price. You don't need the producer version unless you use the fancy plug ins. I got Studio for only $99.
