Is this a bug or is it some setting I'm not aware of. In X3, I cannot solo more than one track or bus at a time. If I want to solo more than one bus, I have to mute all the others. If I want to solo more than one track, I have to hit the global mute and then unmute the tracks I want to solo or solo the bus and mute the tracks I don't want to hear.

I have not seen that behavior in my projects.
 
Can you please elaborate on the nature of the project, as well as indicate whether or not it happens for all projects - or just one in particular?

You may have Exclusive solo on.
