No, the cigarette companies used to have candy cigarettes and cartoon characters to advertise to adults.  It was construed by law makers as advertising to children.  They passed legislation against that.  I'm wondering if it's the same situation with pot companies.

It is clearly creating a product with a special appeal to a class of customers who are forbidden to purchase the product for "recreational" use in most states. On the other hand, if your child is on prescription cannabis under a medical marijuana law, it bears a closer resemblance to selling children's vitamins in the form of candy, or narcotic medication delivered by lollipop. 
 
That said there is a real danger to adults inherent in a full blown munchies attack while these are within reach.

That and, even more so, for children who really are only interested in the candy.  This applies to vitamins and other forms of chewables too.

As an "adult,"  i love gummy bears (and especially the English Jelly Babies).
I'm not a fan myself, but lots of my friends in their 30s and 40s love canabis gummy bears.  They give the same effect, but without that tell-tale smell.
