Hello people, I want to become a producer, so I'll need to use a professional DAW for this work. Well, the price of Sonar X3 is so good (up to $99). I want to know if it's possible I buy it and use it for mixing and mastering, one time it doesn't have Linear Phase Mastering plug-ins. I will use for professional use, but I want to buy the most basic version because of the price, even it's limited comparing to Studio and Producer editions, it's possible to mixing and mastering completely and profissional?

It is incredible value for money. It's not really limited in any way. It can be augmented with VST, VST3 and DX plugins of your choosing when you need them. The linear phase plugins that come with producer version aren't that great. 
 
Have a think about buying it through Steam too, as it makes the download process and installation easy.

Yes Sonar is more than capable of producing professional results but like most things in life it's not quite that easy. Sonar is just a tool for audio production, the user needs to know how to use the tool to get the best out of it and the desired results. 
 
From your post it sounds like you are just starting out. If that's the case then welcome, music production can be very rewarding but there is an awful lot to learn and the learning curve can be very steep.
 
Sonar is as good a place as any to start that learning curve though and this community is full of knowledgeable users that can help make that learning curve a little easier, although it'll still be steep.
