I think the second window in the interpolate process is the action. The first is the selection. I think there's also a way to do this directly from the event panel in the control bar.

Yep, the first window selects the range of velocities you want to affect, in this case, the entire 1 to 127 range, so you would leave those alone. Then in the second window set the Min and Max to your chosen range.
