It's true, the guy is deranged.
Apparently, his attitude toward Americans stems from being denied a visa when he was a young man and wanted to visit his girlfriend who was studying in the states. He has a huge ego, takes personal slights very seriously and never forgets them. I cannot draw any U.S. parallels without violating this forum's terms of service.
Fortunately, his attitude does not reflect the average Filipino's opinions. They actually like Americans and have a lot in common with them. On my remote island, I am almost the only Yank (or white guy, for that matter) they've ever seen up close, so they are curious, asking me where I'm from, if I am married, how many children I have, whether I'm Catholic. Small children marvel that I have hair on my arms. Elders assume I must be rich, because I am fat.
Best of all, I am old, and in that culture one always shows respect to one's elders. Refreshing, that.
