  • Is there a way to select the default output device for new tracks?

No matter what I set as the Timing masters for playback and record, it always pulls the first device in the list when creating a new track.  Is there a way to set another device as default output?   
 
I have gone through the entire preferences menu and did not find anything.

Seems to me there's an option when you insert the Master bus, or any bus for that matter, that asks if you want to make this the default bus.

There is no "move selected device to top" button as mentioned in the documentation.

You can move a buss. You have to grab it the right way to do so though. I forget the details. You can set any buss as the default if you wish. Its a right click menu. I do but I also use sub buses for like instruments.

What other device are you trying to select?
As noted, you can select a bus as the default track output.

Hold down the Alt key and drag.  I'm assuming that we are talking about Console View.

If "getting in and out fast" is really that important to you as stated in a different thread, here's a reality check...you posted this question two hours ago. An hour later, you had the answer about right-clicking on the bus to make it the default. Two hours later, and now you have my response that provides additional information relevant to your question that wasn't included in the previous post.
 
It took me 30 seconds to type "default output bus for new tracks" Sonar into a search engine box, and the first link not only answered your question and linked to the pertinent page in Sonar's documentation, but that documentation included information on the feature where if you choose Insert > Multiple Tracks, you can:
 
  • Insert any number of tracks
  • Assign them all to the same bus if desired
  • Make the bus the default bus for all new tracks
  • Include a send in the track if you want, and choose the send destination
  • Insert multiple MIDI tracks
  • Assign them to a specific port
  • Assign them to a specific channel if desired
