It's all snapped in and probably glued. I'd likely do more damage to it and I seriously think the ring is probably corroded. I know where it's been (damp environments) and it slowly went from working to jittery to intermittent to totally not working. After taking another look at it I don't think I'd even be able to get enough cleaner in there to be useful. I'm just visualizing a completely oxidized ring at this point.
Still the IR optics are working great and it is still awesome for audio editing (and FPS games) so it stays. Helps avoid tendinitis flare ups I get with endless mouse usage.
