I am sure there is a logical reason for this not happening (or I am missing something) but...
 
When I solo a TRACK I am able to hear the effects send
 
e.g. If I have a vocal track with a reverb send and I solo the TRACK I can hear the track and the Send effect - so I can hear how much reverb is on the vocal
 
When I solo a BUS - and the bus has a send to an effects bus - when I solo the VOCAL BUS I do not hear the effect
 
e.g. If I have 2 backing vocals going to a BV VOCAL BUS - and the bus has a send to an reverb bus - when I solo the BV VOCAL BUS I do not hear the reverb effect
 
This can make it difficult to quickly check how much effect is on a BUS
 
Is this the expected behaviour?
 
If so is there a "work around" or any other suggestions on changes to my workflow

Yes, and it makes sense if you consider your BUSSes like individual tracks.... I want to SOLO the reverb BUSS alone and hear what is going on and tweak accordingly... like you said, if you want to hear the vocal soloed you can solo the vocal tracks or the vocal buss and the reverb buss and hear the effects.  
 
Not only will you hear the vocals, but every track being SENT (PRE FADER only) to the reverb buss when you solo the vocal track.  Just a workflow kind of thing that makes 100% sense to me.  But I can understand the confusion this may cause.
