I am still just getting the hang of sends and buses. Right now, for many tracks I have sends where I put some effects, and outs which are used for final volume levels. I have a full orchestra. I'm editing volume envelopes for each instrument track as needed, then I'm sending each instrument to a bus for the section, i.e. "Winds Out", "Brass Out", etc. These section buses all route to a another bus called "Orchestra Out" which I will use later to balance the orchestra as a whole with my vocals and sound effects. I'm not planning on putting any effects on the "Out" buses, only on the sends as needed.
 
Is this a completely wonky way of doing things? Am I going to run into CPU problems with these multiple layers of busing?

If you do start running into resource problems just up your buffers. High latency doesn't matter when mixing. You can also freeze any effects or synths you don't need to fiddle with which will free up some resources.
 
Also you can automate busses like tracks if you want instead of doing each track one at a time. Cheers.

Is this a completely wonky way of doing things? Well, yes. But wonky in the literal definition of the word wonk, meaning an obsessive student of a subject. I am a proud wonk, and that is the same method I use. As a mixer, you are like the conductor, giving dynamics queues to sections rather than to individual players.
 

It sounds like the way it should be done.  Of course, devise a system for where to send the buss outputs - directly to the main or to other busses.  If you are still learning, pay attention to this routing and differences it can make.

No, buses themselves use negligible resources.

This makes no sense at all.
 
You cannot put effects on the sends. Effects go on tracks, buses and clips. Sends just send the signal. think of it like a mixer. Its the same thing. Sends just send. No effects can go on sends.
