I should of mentioned it earlier. When I said a level shift of 3 dB I meant level over the whole freq range. I agree it does add any boost anywhere specific from what I can tell, just an overall level shift which sort makes it sound better! But I do hear the sound of that plugin even with all the eq controls set for no boost or cut anywhere there is still a sweet sort of Pultec sound which just can in mastering be put over the mix.
I have mastered with it many times. Just mastered a Jazz album. Very high quality mixes. As soon as I put the Pultec over the mix it just changes for the nicer. I had to pull out some 300 mud and push gently around 1.5K to 3K to just nudge the upper mids forward. The mix was very bright too in the upper 10 K and above and the Pultec did a marvelous job of just pulling that excessive top end down too. EQ's sound nice in cut mode.
This is the Pultec I am also referring, the full version. I don't think it is in the bundled Nomad Sonar plugins. It is worth having though.

When some precision eq is needed I use the LP64 EQ first followed by the Pultec and just do the surgical bit using the LP64 EQ. The LP64 EQ is super transparent and does not alter the sound of the mix.
(apart from the surgical correction) Having the Pultec after it means it is handling a corrected sound and then adding its thing.
What you can do with that plugin too is attenuate and boost around the same frequencies. You may think one cancels the other out and it does to a certain extent but not completely so it also creates some slightly odd shapes in the EQ around theose frequencies which can make things sound a little more interesting too.
