Hi Conrad, when you run a program as administrator, this is the default message that pops up to notify the user that you are giving a program authorization to modify files on the machine, not that it is doing so, but that it
can. This is a very important safety feature, since inadvertently running a malicious program as administrator can be devastating (will prevent Windows from stopping it).
I get this pop-up each time I open X3 as well (as I set it to run as administrator), and it is a safety feature that is built into the operating system to notify me that I have done so. Although this option can be shut off in the "Change when these notifications appear" link in the lower right
I highly recommend not doing this. That link is a system-level setting, so "dumbing down" that protection can open the door to something you do not want to run. For X3 specifically, I run as administrator since I do not want my operating system "interdicting SONAR" for any reason and prevent me from making music on my machine... if SONAR needs to do something, the OS should allow it to.
That pop-up is just part and parcel with keeping high security on your computer. It really adds very little "overhead" to the operation of the machine, but the security it provides is very important.
