I would have though that they would have fixed it by now.  I guess it's low priority.  Who needs a NOW line anyway?

I've seen a similar thread title a number of times but since I don't see the issue listed here, I'd like to ask if this issue is reproducible and has been confirmed by CW (if so, please post the issue number).

It happens to me all the time, it is totally random and different things seem to cause it,therefore it would be hard to reproduce. I just hit save and reopen the project to get it back.

It happens to me at random times too.  All of a sudden it's gone.  I close.  Restart.  It's back.  Frustrating, but not a deal-breaker.

It's been that way since X1.

Has anyone reported the issue to CW or has any of the bakers responded to any of the threads on this issue? If so, what did they say?

It was reported a long time ago, probably more than once.

Does anyone reading this thread know if the issue was confirmed and submitted to development or if the ticket was closed as unreproducible? I've experienced this issue only once but if it happens all the time it must be really annoying.

I had a support ticket opened for this a while ago (when I was running x2a) but it was closed as a system specific issue. There wasn't much else to do since I couldn't reproduce it. There are a number of posts about this under different names - time line, now time, now marker, etc. These appear to report the same thing - the Now Time Marker randomly disappears and will only come back after closing and reopening the project. Some have reported that doing something like toggling the inspector (I) will bring it back so that might be worth a try. My own personal observations were that it seemed to happen more with older projects (8.5.3), and when switching back from the PRV. I have X3e installed but I haven't spent enough time with it to say it continues for me.
