There's a pretty good decrackle tool bundled in sound forge, isn't there? Not much help if you don't have it, I know, but far cheaper than Izotope RX. That said, RX has the absolute state of the art in both this and a whole bunch of other stuff. It's bloody expensive, but it's worth every penny if you do a lot of work with less than perfect source recordings.

Fantastic that thing is.

I've been doing some work on a radio play, and they wanted an effect as if a voice was playing on a wax cylinder. Setting the "Year" knob to 1930 on Vinyl pretty much nailed it.

For what it's worth........The SONY Noise Reduction software that comes with SoundForge has worked fairly well for me.  I've never had complete success at noise elimination, but have had noticeably improved results.

The OP asked about X2, but since a bunch of other packages have been mentioned, I'll suggest Audacity.  Never used it myself, but a friend says it worked well for him for this purpose.  Can't beat the price.   -Ron

As others have stated, I don't believe there are any tools in Sonar that will accomplish what you want with any success.
 
I have Izotope RX2 and RX3 and have  used them to clean up many vinyl recordings as well as poor, noisy recordings from other sources including tape and audio from an older video recording. Excellent results, though it does take time and patience to get it right. PM me if you want to know more.

A while ago, I was looking for a tool for cleaning audio files.  I got a lot of advices from here, tested a lot of tools, including R-Mix, but I end up purchasing iZotope RX3 - it's incredible!!  You can get the basic version at plugindiscounts.com for US$230.  The price is a bit salty but it's really good for the job.
