Yes we found a way to make it work but since my report is still "under development" I am wondering if the issue is intended behavior or not. In other words, is changing the scale by right clicking supposed to be temporary or permanent? If permanent then my original problem is not solved. That was my thinking anyway.

Meter setting needs work. Fortunately, one method works correctly. The problem of the mains meter setting only working on a per session basis is solved by using the console view options menu. The problem identified with the track inspector display menu and right-clicking the mains meter is an outstanding bug. The thread is resolved by using a different method to set the meter and issuing a bug report for the failing methods.

Apparently fixed in X3E. Resolved an issue where Control strip meter scales would not persist with saved projects or screensets (CWBRN-6617, 11646).

I did receive an email stating it was fixed but I don't have X3 yet so I can't confirm nor deny it.
