I believe the problem is the MIDI folder does not exist

Curious, scook (if you know):  Is this a recent installer issue, or perhaps a deliberate shift away from that capability?  The reason being:  I don't recall 'hacking' any of my Cakewalk synth installations.  I may have, but then again, I'm holding at X2, and have DAWs ranging from 8.5/XP 32 to Win8 64.
 
I do remember creating a ... /Wavetable folder to replace most of the PSYNII waveforms, but nothing for the more recent CakeSynths.  I'll look into it myself some more, as it's been a while since I had to install any of them.

Don't know for sure but it has to be an installer issue. I noticed the MIDI directory was missing, while trying to test MIDI learn myself (you can see how much I use it with DimPro). I believe the machine I am now running, Win7 64bit, used the DimPro installer which shipped with X1.
