Not sure if this is a screenset issue or a track folder issue...

[Steps]
1. Create a new project.
2. Hide the MultiDock.
3. Delete any existing track and insert 20 tracks.
4. Minimize the tracks.
5. Pack the tracks into 4 track folders (5 tracks per folder, for example)
6. Close all the folders and lock the current screenset.
7. Open all the track folders you've just closed.
8. Switch to another screenset, then switch back. Make sure all track folders are shown closed, as expected.
9. Click the open/close folder button on one of the folders to open the folder.

[Expected Result]
A click on the button opens the folder. All other folders are still closed.

[Actual Result]
A click on the button opens ALL folders. Then, to close the folders you didn't intend to open, you need to click the open/close button twice (or three times) on each folder.

Yes, I got X3d to do this.

But I noticed that after you close all the folders, it doesn't happen any more.

Have you noticed this too?

Yes, I've noticed it too. I didn't use track folders very much before so I didn't know this was a new issue in X3, though (I've just run the same test in X2 and it works as expected). I also see a similar behavior just after the project is loaded, so I guess it's a track folder issue. X3 has several track folder-related issues already confirmed.
