Hi, I'm currently in touch with tech support regarding the following mouse wheel zoom issue. Since they couldn't recreate it, I'm wondering if I'm the only one who's experiencing it.
If you don't mind, please follow these steps and tell me the result.

1. In the Track View, go to Options > Mouse Wheel Zoom Options.
2. On the Mouse Wheel Zoom Options dialog box that opens, make sure 'At Cursor' is selected for all options and "Simultaneous Horizontal and Vertical Zoom" is unchecked.
3. Hold ALT and scroll the mouse wheel inside the Clips pane. The view is zoomed in/out both vertically (only the track that currently has the mouse cursor) and horizontally. I believe this is the default behavior.
4. Next, do the same (hold ALT and scroll the mouse wheel) on the Time Ruler. This time, the view is only zoomed in/out horizontally, as intended.
5. Go back to the inside of the Clips pane and do Step 3 again. In my case, the zoom feature stops working.

If I reopen the project, it starts working again. But once I do the ALT-scroll on the Time Ruler, it stops working.
This happens in any project (I checked it with the Normal template, too).

I've noticed that the zoom feature stops working after a while in the track area and I can only zoom when in the timeline area.  Nothing seems to fix the bug until I exit and re-enter the app.  

I never figured out the pattern that causes the bug but I will try out your steps later to see if that causes it.  Kind of annoying but I've just learned to do the zooming over the timeline or, if it really gets to me, by exiting the app.  This seems to be a new issue that started with X2.

Sorry I cant test the issue at the moment but I felt I should mention this before I forget: I had a zooming issue in Sound Forge and the solution was a different mouse. Zooming with a wireless Microsoft Mouse didn't work (apparently a known issue). I got a nice wireless Logitech for $30 and it works perfectly. It also fixed an audio issue I was having! 

So I suggest trying a different mouse first. You never know!

Once I move the mouse into the ruler area, and use the wheel to zoom, it won't zoom in the clip area.

I captured the behavior and sent it to tech support (haven't received reply yet), but now I'm very sure this is a bug. Thanks for confirming it. :)


@scotteh: Thanks for the reply. If the mouse-scroll didn't work from the very beginning, that would've been a possibility.

Reviving this old thread as I have experienced the same issue in X3c.  Was there any response from Cakewalk?  Hopefully it will be fixed soon.

The bug was confirmed by Dan on April 9. I contacted support in October to check their progress, and Ryan confirmed the issue is still unsolved but it's definitely logged in their internal tracking system.

Thanks for the update.  It is not encouraging that this was logged multiple revisions ago yet is still a problem.  I logged a bug report yesterday too, so hopefully this will remind them to work on it.
 
By the way, I noticed another strange behavior related to this bug.  One the zoom stops working, try to use CTRL+arrows to zoom.  This doesn't work either, but instead results in scrolling through menu bar items.  Perhaps this bug is related to standard Windows programs behavior and hot keys?
 
Once you get out of this mode so that the menu items disappear (I either hit escape or clicked in the clips area, I can't recall exactly and I am not at my DAW), ALT+wheel works again.  Not only that, it continues to work after zooming in the ruler area. This could be an odd but effective workaround.
