Looks like I've found a very trivial display bug....
Can anybody repro? Thanks...
 
STEPS
Create new project (select normal template).
Insert audio track.
Undock Console View and drag to 2nd monitor (note this can also be reproduce on one monitor but you need to resize the console).
Click on Console view title bar.
Press ALT + 1 several times.


EXPECTED
Not sure

ACTUAL
A phantom Window appears, mimimizing, maximizing and then disappearing (on top the track view).

Validated that this is still an issue in X3E.
