I have a similar situation - not related to billing, but submitted a technical support ticket well over a month ago - no response.  I don't have the ticket # handy here (I"m currently at work), but tried to PM you about it Ryan - and received a note that you're not able to receive PMs.  Am I doing something wrong?
 
UPDATE:  Ryan was kind enough get in touch wtih me via PM and gave me some workable solutions.  Also, it looks like I never actually submitted a tech support ticket, but errorneously entered my question inot the 'other comments' section of my profile when attempting to submit the ticket.  So Cakewalk wasn't to blame - as usual, (as my wife would say), it was my fault.

Hover over the blue icon next to Ryan's name above. A window will pop-up with "Send a Private Message" to him. You meet the post count to send him one and quicker than posting in the thread.
