Every "concrete" limiter I've owned has been run into the red and digital clipping on occasion. However, I agree totally with CJaysMusic that if you're slamming your signal into it hard enough to achieve that then it's probably way too hot and needs taming.
Talking of slamming limiters, I find psp's Xenon is really quite outstanding under harsh punishment. It's probably too cpu hungry to throw on everything though.
