X1LE should be fine for your purposes.
It is a 32 bit program, but will run on contemporary 64 bit machines.
The Sonar 4 VST Adapter was a completely separate program, and could not be accessed from within Sonar.
It's not that it's a cheap version, it is just severely outdated.
X1LE does include basic EQ, compressor, etc, and you may not actually need the Voxengo stuff, but support for the Voxengo and other VST's is fully integrated.
If you do use the Voxengo plugins, be sure to install the 32 bit versions(x86), as LE will not recognize the 64 bit versions.

Thanks for that, much appreciated. I'm more into visual editing, Photoshop and Premiere. This is a bit new to me, but my basic recorder is not up to this job. Its going to end up part of a film I'm co producing.
 
If I wanted to clean up some musical vocals, make it a bit more tuneful, what would you suggest?

You have a few options that go from absolutely free to under $200.

Almost free - Reaper, Goldenwave 
 
Then do you own an audio interface? If not ,your going to need one. Most audio interfaces come with a LE version of software for recording. 
And lots of other audio products too. I just bought a Roland keyboard that came with Sonar X1 LE 
My Tascam came with Cubase and my Scarlett came with Abblton.
