That looks like an old installer, get the new installer from Galbanum. Mine came as a zip Galbanum-Piscis_(Win).zip with an installer in it called RaptureExpansionInstaller.exe and a Data directory.

Right you are.  Did the download, the new installer is named 'RaptureExpansionInstaller.exe'
 
Ran it, the Galbanum Piscis folder was added to the Rapture Program Browser; didn't even have to hit F5.

there are issues / were issues with files getting chucked in "program data" (for win7 etc) instead of "program files" .. I posted on many many moons ago.. partly due to how installers didn't account for the different OS changes. with regard to other libs also.
 
run as admin , is pretty much a taken with cakes stuff to get the complete bit.
