So I tried some more tweaking...in services.
I turned off things that were not stopped by MSconfig that Microsoft remote viewer used to stop them auto updates. 
After he did that , and since last nights testing....spiking still occurring.
I ran End Task to see what was running in the background...as most folks do, while sonar was running.
 
svchost had a lot of instances..about or more than 10 ....what is that doing?
Google tool bar updater...(turned off in Msconfig service and startup setting) still running.
Adobe updater,,,(turned off in Msconfig)...still running.
Micosoft told me not to turn anything off in services...ALEX commented in that Microsoft do not fix things they do not have to...and they do not want to go through event viewer errors, as it could take hours, days, and even weeks of hashing out and routing down the bad guy...in and out quickly is the order of Microsoft tech support..Implied By ALEXs towards me...
..which usually ends up to be a win service that is redundant on most home systems causing the issues.
 
Microsoft telling me not to touch the services...means google and adobe will be on and running their auto updaters in every boot I do.
 
So I ended that with a tweak...and fax, and asp.net, and some firewall, and defender, and some other things...
 
and ran sonar x3c...Hay a reduction of cpu spikes...now it only goes up about half the way to red....see?
I will try to take a snap with the windows meter running along side sonar in record mode....it is hard to catch, But I did it before, I can do it again....and the snap will help guide someone to the event viewer instance perhaps...and we can route out some more service culprits...perhaps?
 
and with both cpu meters running...I think we can say one will be doing more cpu intensive monitoring than the other, and depending on what is being interfered with...one will be showing less cpu usage...which is what the Microsoft tech viewer was gauging to complete the session.
 
And we can know the time..it happened by looking at the pic....and route that out instead of my setup of power management and or win 7 defaults as asked to leave alone....which we all know cannot be done...if we have to turn off things that cause sleep, and monitor shut off, and drive power cut, and such and so.....RIGHT?...it has to be tweaked....how to tweak services right is dependant on the software and hardware being used...right?...So we should know this in some form of info posted...so some of us can tweak if need be....I say...But it is not posted.

Now about the IRQ states...in accordance to my knowledge of...95 - win xp there were only 16 physical on motherboards, and till this day it remains as such.
If you look at the raster of what I posted on that...IRQ Page of mine...you can count 200 IRQs of which 184 are virtual IRQs which have to share with the 16 Physical ones......win 7 has or needs to do this always...when services call for cpu time.
and those 184 Virtual IRQ's will...no matter if Plug and play is on , or off....I would assume.
But if Plag and play is off..Bios is suppose to govern part I would imagine to make the one being used by the slot on the motherboard exclusive...from past info I read on it in window 95 -xp...and how to arrange setting of them if it does share.
Which I have gone through with that kind of info.
 
Win 7 is different...They cannot be moved anymore...I posted a link...and services requiring CPU usage that are redundant are polling for cpu usage on my Audio desk line of irq request...I imagine, and cpu resources being wasted in that event now made known...as those tweah show some improvement...I have done to show stability is not a issue with the software or os....in last nights testing.
 
So As we make progress...without aid of them who know more....I see a variable being pointed at with my idea...being some what of merit to atleast consider in my  fresh setup.
 
I will now go to the system in question with my scanned usb stick...and try to capture some more info...and post up the pics...
 
Can someone please tell me how to do that on these forums please?...So some one can atleast see what I am talking about.

svchost is a root process that actually runs a service(s). If you right-click on it a pop-up menu will allow you to see which service the svchost process is hosting (Win7).
 
MsConfig is kind of rudimentary for managing startup - so I use Norton Utilities 15 (Win 7). Here, you can see the complete list of startups and where they come from; the all users startup folder, your startup folder, run, run once, run services, run services once, and so on. You can temporarily disable or completely remove whatever is required.
 
Of course, it also has a feature for optimizing OS services and it will provide you with suitable recommendations; you can also manually stop services if you want to. It will also allow you to restore your original services setting All-in-all, much easier than running Regedit and MsConfig.
 
It's well worth it if your a PC hound and you frequently wind up maintaining/optimizing your (and your family and friends...) computer.

Thanks SuperG...Norton's utilities eh?, Well it is not such a hard thing to manually do the duties in win 7 services, and that takes care of that very well...it is just knowing which ones are redundant and non vital to win 7 and other applications, and devices, people intend to run.

Not much info on win 7 unnecessary ones...which are always running..., on Microsoft's site....might tell you what they are...but will not inform as to being able to or what is using it...it will tell you other things may be using it, and they may not function if you turn it off...
 
Third party services, and auto updaters, are easy to find...and turned off with no worries.

Now I got some pics...some pretty good of the end task and sonar x3c spiking along side it, and another one with the win 7 cpu meter, and sonar spiking...although I did not get the snap at the right moment to capture the full state of the spike...I caught the tail dropping off..seems sonar is cpu meter is showing overload events that are of un scene nature on the other win 7 metering
I think that showed 12%..not 80%...So why is sonar showing spikes like that if the system cpu meter only shows 12%

Now once I get some help posting pics....
And my point made about cpu spiking going down some since the few tweaks I did do.
 
I will finish my word as a Christian for AlexS...and turn on the plug and play in my bios....Cause I am like that.

More words of pondering..:
I think to make my points clear to some with what is going to be posted as pictures hopefully....soon.?
 
I'm not looking to kill win 7 or any app that is necessary to work other programs or devices ...YET TO BE INSTALLED...but the system I am working on cannot use internet for very good reason....so to tweak the services of redundant bloat is best...like auto updates....and while in there I always see a SERVER running...and other things for internet....like dial up IP...and stuff like that..".fax"... which I have no need for, and networks or networking stuff...as this machine I am addressing is not connected to any network...no home groups or anything like that....It is made exclusively for MUSIC MAKING>
Seeing as that is as it is,NO INTERNET=STABILITY because that is the way it has to be because of the ALLEN AND HEATH R16 issues with INTERNET NICs...and I have proven it to the boys who know more about sonar and windows than I do...nothing coming from them about much to do with tweaking anything...other than the power management...and that the engine in sonar is buggy and to turn it off..or delete a Aud,ini in the pryor build.
And suspect my parts and labours...calling them suspect or me misguided in my logical progressions, and some Avid tech helped tips and tricks to get the system working in past efforts with Focusrite pro 40 ....but I see merit with my progress in the last build with sonar x2a form x1 with my tweaks (because no one was helping here for months.....but I kept on posting...and posting, and posting....So Yah..take it into my own hands and tweak was my resolve!!... and I got some works done with that established in x2a and that pryor corrupted win 7 build because of x1 and x2 crashing and dumping...and x3 came out, when I bought that thinking it would solve my issues...it made them worse!!!....,and here we are all spanking brand new build of win 7 pro...and being told not to tweak anything......
 
 
Thanks for reading in people...not saying this will happen to anyone else....But if it does...there are radical solutions.
Now in sonar..some of them radicals seem to be working!!!

As for that link and program...perhaps the cakewalk programmers should give it a run on win 7...so they can code their engine right.

Oh looking into that program there rkl122...is that legal to use on software?...it seems like it helps one see things of the softwares make up..which may violate my licence .?

Here is something I found.
 
 
In many cases DPC latency problems are caused by specific types of devices. So you should try the device types listed below first.
  • Network adapters for Ethernet and Wireless LAN (W-LAN)
  • Internal modems
  • Internal sound devices (on-board sound systems)
  • Any PCI or PCI Express add-on card, any PCCard or ExpressCard, e.g. TV tuner cards, ISDN or DSL adapters, modems, etc.
 
I am using a PCI-e 1x firewire 800b for the audio desk...Perhaps some issues still need to be cross referenced..and checked over by Allen and Heath on how it is going to work, if this is said about latency Problems as being known...in win7, 8 and such... A move to new MB with Thunderbolt adapter might also help reduce my problems with it?.
 
 
 
They do not say anything about win 7 and third party apps causing issues though for devices installed.
