Yes that would cause a problem having two Audio devices. I have had to remove any PCI type audio card to get my USB interfaces to stay locked in place. Otherwise Sonar gets mixed up and reverts. 
This is not always for "on board" but if the other card is PCI.

Thanks for the explanation - It is my understanding that only 1 ASIO driver can be present and active.
 
Do you have both devices set to use ASIO?
 
I always use WDM drivers for Windows sounds, and actually use my on-board sound chip for the Windows default audio device.
 
Edited - sorry got it backwards.
 
Please, for a test, remove the Roland, and set your Windows default audio device to your on-board sound.  This is just to test the effect on your issue.

Only one ASIO device can be used at a time by an app - you can use multiple ASIO drivers if each one is used by a different app.  Also I get the same issue when the Quad Capture is turned off.

This is new territory for me, so please forgive me.
 
My Presonus AudioBox 1818 VSL audio interface has an option to run at Windows startup, which appears to me to load the drivers even though the audio interface may be turned off or disconnected.  I am not near my computer at the moment to confirm that.
 
I am wondering if the Quad Capture drivers might still be loading into Windows if the interface is off.
 
Can you check this to see if it is still loading drivers?

First of all, the thread title is wrong - Sonar does NOT default to Audio Off. Therefore, it has to be something involving your system. Have you tried FBB's suggestion? Also, drivers can interfere with each other regardless of whether a device is talking with it or not. This is most prevalent with ASIO4ALL, but can happen (rarely) with other devices.
 
Try using the Roland as the default interface in Sonar and see if the same thing happens.

 I made the Quad Capture the default for Sonar and restarted Sonar - the audio light came on.  I made the Echo the default again and now the audio light comes on.  So it's working properly now but whatever caused is still unknown and may cause it again.  It's definitely not a show stopper - just annoying,.

Well, THAT's weird.
 
I certainly have no idea - other than that I am happy it seems to be happy with life now.  :)

Maybe I'm not being particularly helpful but...
 
I would recommend listing all your hardware and software in your footer like mine (as much detail as possible), I'm sort of confused right now. Also (sorry) I was confused about what your default Windows device was (check Bobs comments) although I notice he was satified with your response.
 
Then I can start scratching my head... Did you try renaming you AUD.INI?
