I HAVE A RECORDING OF MY FRIEND PLAYING GUITAR THAT LIVES OUT OF STATE, I WANT TO IMPORT THE FILE AND RECORD DRUMS OVER IT. IT IS AN MPEG-4 AUDIO FILE. I CAN NOT FIND A WAY TO SAVE IT AS AND MP3 FILE, THOSE ARE THE ONLY FILE TYPES THAT APPREAR, IT DOES NOT APPEAR IN THE FOLDER WHEN I TRY TO IMPORT AUDIO. HOW DO I DO THIS?? (I WOULD LIKE TO DO THIS TONIGHT, IMMEDIATE ANSWERS WOULD BE AWESOME)

vlc media player can help.

you can open the mp4, then convert it to mp3.

I do this all the time, as I am in the process of creating all-midi versions of a bunch of progressive/fusino tunes from way back when.
 
I use a freeware program called YTD Video Downloader, which I got from downloads.com, which is run by CNET magazine.
 
It not only allows conversion between a bunch of different formats, I also use it to download videos from YouTube - which is its main purpose.  Then I use its conversion functionality to convert the videos into MP3 songs, which I can then import into Sonar, and also burn to CD to listen while I am driving my car.
 
There are a ton of such programs out there - I use the YTD Video Downloader because of its additional ability to download the videos from YouTube - INVALUABLE tool for me.

Wouldn't it be better to convert it to WAVE? I know there's no sound improvment but?

Sorry - yes - wave is the preferred format.  I happen to do MP3 for scratch files, such as reference tracks I import, or for playing in my car.  When I email and attach song files, I do send as MP3, due to size restraints of either the mail software, or corporate limits when I send to friends at work.
 
For any important work, definitely I would suggest wave.

Importing an mp4 audio should not be a problem. Use the "All Files" option in the "File of Type" drop down in the Import dialog to show the file for importing. Exporting is another matter. As others have suggested, export as a wave. Then use a third party tool to convert back to mp4 is necessary.
