I have a problem with the control surface I add it in options but it always tells me no surface control and the control surface propriety button does work on sonar x 3 64 bit however mystake works on sonar x 3 32-bit

What is it? How have you installed it?

i have Windows 8.1 x64 and oxygen8x2 + akai mp26 it's only problem in 64bits version Sonar x3 classic

One mistake which I made at first which might be helpful (or totally unrelated) here: I fist switch on my surface (in my case a VS-100), wait for it to report that it has made connection with my PC, and only then start Sonar. I did it the other way around a few times, or didn't wait long enough, and had to re-assign everything in the settings.

After checking all the choice it is only Roland devices (A-PRO & VS série)that work in x 64 version this is normal?
the act generic does not work

Are you having issues with the Akai or with the Oxygen 8s?  Everything is working here with my Oxygen 49 on Win 8.1 and X3d.
