There are UPC's and EAN's. They are bar codes, and like Jonesey implies, you need to know what you are doing. If you are seeing it as a field that needs filling in a mastering app, this is providing you with means of archiving your CD's barcode and another level of copyright. iTunes and other providers require it, correctly implemented, on submitting of material - and so you get paid :-)In my country, physical product barcodes typically begin with a 9, while the download providers will accept those beginning with 9 or 8. You you need to know how it works where you live. Some wholesalers like IODA will provide you with UPC at the the point of data upload for a fee of about $10 per CD. This makes life easy.

You have to buy them.  I forget how much, but most houses buy it by the bushel where it is cheaper and includes a barcode as part of the replication package.

You can call around to get one - try replication houses, mastering, etc.  They'll probably make you a deal, since they buy them by the 50 or 100s.
 
As said above, it is a way to keep track of your product.  Most record stores and on-line shops require it since it makes their accounting easier.  And it is the mark of the devil, too, but don't let that bother you none.
