I am using Sonar 8 producer version and have been using it for quite awhile and love it.
However I am struggling a bit with this problem. When you are in track view and you can see the time ruler at the top, the marker with the green flag, is there any way that you can get the ruler to go inbetween the numbers? for eg, at the moment the marker is on 44, there are 3 increments between 44 and 45, but the marker always goes to 45. Any help would be greatly appreciated.

Sounds like you need to switch off Snap to Grid.
 
Not sure I can remember how we did this in 8.5, but it's there somewhere!

There's a toolbar button to turn grid snap off and on. It looks like a little Rubic's Cube.
