In SONAR through 8.5 I was able to insert a drum loop and it would conform to the bpm of the project. This was true for both non-Acid audio loops and MIDI loops. In X3c I have lost that. Anyone know how to get that back?

MIDI will always take on the project tempo unless you open the MIDI file as a new project, in which case the project will take on the MIDI clip's tempo. Non-acidized/groove-clipped audio clips will not conform to the project tempo; if they did, acidizing/groove-clipping would not be necessary.

If you are using Addictive Drums you got to make sure it is using the host tempo. With Addictive Drums open you will see 4 page buttons on the top right of the program. they are marked Kit, Edit, FX, and Beats
 
Click on the Beats button and that section opens. Underneath those buttons to the far right you will see three more buttons called Host, Sync and tempo. Activate the tempo button by clicking on it. It should turn orange. Now Addictive Drums is set to the host tempo which in this case is Sonars tempo.
 
It should work now

If that's it, the issue is very poorly described. Big difference between "sync a drum synth's internal pattern player", and "insert a drum loop". 
 
If it really is an issue with ordinary MIDI clips dragged into a project, then we need more detail and maybe an example involving a clip bundled with SONAR.

if it's via the browser.. there are 2 settings relating to it that you can change either 1 of >
 
1)the song tempo
2)the loop tempo itself
 
depends what your source material is, you don't say..
