I'm using Sonar Platinum 23.10.0 Build 14 [2017.10] - x64 and just bought the VST "synthmaster one". There is 32-bit and 64-bit version included. As system requirement they mention "VST Host supporting VST 2.4 plug-ins".
 
I tried installing the 64-bit version, but it didn't show up when scanning for (new) plugins - I've also explicitly added the plugin folder to the plugin scanner, no success.
 
Then I installed the 32-bit version. It then showed up in the plugins list and I was able to insert it as synth-track. But: The playback stutters. Also pressing some keys won't play the proper sound but stutters. When I "freeze" the track, everything is fine.
 
Could you please give me a hint, why it is stuttering and what I could do? Why doesn't the 64-bit version even show up? I'm more used to external gear and not that firm with VSTs.

First 32 bit VST's don't always work in 64 bit Sonar so I would not have even installed it. 
The 64 bit version should work.
 
Can you find the dll for it in the VST folder? 
I would first see if you can uninstall it and try again. 
Make sure to only install the 64 bit version if that is an option and make sure the dll get's put in a plug in folder like Sonars or Stienbergs VST. 
 
Do you have an other DAW installed as you could try it in one of those .

If so it will run as a stand alone so you can check it that way. I hope you tried the demo first, doesn't look like it does much more than what we already have.

You're the best, the 64-bit version was found now in the "C:\Program Files (x86)\VSTPlugins\SynthmasterOne" - previously I installed the 64-bit version in the same folder without (x86).

P.S. Yes, that's the one you linked. As far as I understood it runs as Stand Alone additionally. But the VST works now fine :)
