Barring the patch update, a potential workaround is to export audio on those two tracks to a wav file and then import that wav file back into a new track in your project. But what you are seeing is a definite bug.

I tried this and bouncing two tracks as "tracks" gives you another two tracks so it appears the OP is correct. I can't see why a multi-track bounce would create multiple tracks though - surely that is called copying?
 
The simple solution is to solo the required tracks and choose "Entire Mix" rather than "Tracks". Works perfect.

The number of tracks that are created by a bounce is wholly dependent upon the export options you choose in the dialog box.
 
In this type of scenario where you want to combine the outputs of 2 separate tracks into a new one, you must use either Entire Mix or Main Outs
 
One has to question WHY you're bouncing 2 tracks to a new one though? Once you've done this and you delete the originals, you lose all capability of separate editing/processing.

The two tracks are complete and combine for a finished product. I did the upgrade as suggested with no joy. When the dialog box is given to bounce the tracks selected are what is offered in lieu of an entire mix. But I will indeed give it a try. Ill try the workaround as well with pulling the saved wav files into another project, that indeed may be the ticket. Thanks a million guys for the suggestions!!

The tracks must be selected, and "Entire Mix" in the options, but as Jonesey points out, have to question why you'd want to do that ?.
 
You usually bounce a track for things like printing the effects / automation.
Bouncing was working fine for me in X3a, X3b, and now in X3c.
 
Hope you get thins sorted anyway.

Ugh, prime example of why being able to readily insert a screen capture of that dialogue would be nice to have in the forum.
 
FYI Joy, when you get to offloading, you must select tracks you want even using "Entire Mix" (the "entire" means everything you selected, not the entire project file).
 
As to the "why".. I bounce tracks this way often prior to final export so that FX, etc. are embedded into the tracks prior to exporting the final file. In previous versions of SONAR I have had issues where the final export would have issues doing this all in one run.
