Likely files permission issue!
What I would do is to run it as administrator once! Any thoughts?

No CW version has ever loaded the Normal Templet on start up. I don't know if this is a setting that was set long ago and has migrated itself to every version since. But no I'm not having this issue.

I have tried the "Run as administrator" option; it doesn't work.
 
I realize that very few people are having this problem - and I never had it myself - until this version. Running WIN 7 64-bit OS - nothing else is unusual.
 
Although . . . in the "Preferences" area, several of the option area are listed in blue instead of black. This includes the "Advanced" area. A clue?

The items in the left hand column of the Preferences dialog listed in blue are the "Advanced" options associated with the Advanced radio button at the bottom of the dialog. They are displayed in blue in all the X series SONAR versions.

The blue areas your seeing indicate that those areas in preferences are Advanced options. That doesn't have anything to do with the issue you are having. In Preferences | File | Advanced you mention that the normal setting for controlling this behavior is not working, do any other items in there seem to work or is it only that one setting? Please turn On "Allow Only One Open Project At A Time" and try to open a project make a change and while open attempt to open another project. You should be prompted to save the project before the other one is opened.

when you start sonar do you get the quick start menu? Here you can open your files differently. I think that the quick start is also a registry issue.
Also in preferences/files/advanced  uncheck the open sonar with normaal template.

Lance - the "Allow Only One Open Project At A Time" seems to work just fine.
It is also interesting to note that - if I check "On Startup Load Normal Template" - it does not stay checked once I exit Preferences. Yet, the template always loads on startup.

Once this happens, can you close that project and start a new one with the templet of your choice?

Some free advice so that's what its worth, but I'd either call tech support or start over with X3 install. You've had problems from the beginning. People were telling you to right click the installer and run as administrator but for what ever reason you didn't believe them. My guess is you've got registry keys that didn't get written correctly and possibly dll's that didn't get registered correctly. I know it's frustrating and I hope you get it worked out.
