So many people on here complained when the ProChannel came out that they wanted to add an FX bin in the ProChannel "chain", and I think Cakewalk came up with an  elegant solution - the PC FX Chain.
 
I hardly ever use the FX bin now.
 
There will always be someone who doesn't like the implementation, though.  Whatever Cake came up with, it wouldn't please everyone.

 Is it possible to automatically load presets in to FX Chain?

I can do it with track templets. I will try a bus and see when I get home tonight.

Oh, and I figured out that we have PC presets that we can save and load ourselves! My bad!

I rarely use the FX bin anymore either.

save the prochannel as a preset - that way you can load it into a bus, save the audio track as a track template and just drag it into the project from the browser.
